Then I recalled reading somewhere that sometime you can be on a quest chain that will phase you a certain way. Point being this quest still wasn't available for me. Searching here found the Island Expedition info which idk if is actually required but I did the first quest though the others have not popped up for the toon yet either.
Anyways while trying to unlock flying I learned I needed to unlock World Quests however I could not this quest to pop up for me despite having the required rep. So if you unlocked World Quests on an Alliance character, they will also be available on a 120 Horde character and vica versa. I STILL did not have to do all the requirements above. Just leveled an alt to 120 on the opposing faction. All you need to do is talk to Halford Wyrmbane upon hitting level 120. Apparently once you unlock World Quests on one char, you will do so on all your chars. I did not have to do all the requirements above, because I did them on my main. It might just have been a bug caused by the rolling restarts this morning. Was too excited I finally got to continue the questline. It just popped up after I completed a follower mission on the Mission Command Table. For some reason I was not able to complete the campaign before. Just finished the Foothold Campaign by visiting all three of the Zandalar zones and completing it's respective questlines.
